Plants growing outward, not upward and stunted

Hi all, I believe I may have a deficiency, but I cant find it. Im using Nilocg all in one product to dose my 75 gallon tank. The plants dont look awesome, but they arent on their deathbed either. Upward growth has basically stopped. For example, rotala colorata thats been in the tank since forever hasnt sprouted any new shoots or grown at all. It just sits there. I used to trim it heavily and have a nice bush the following week.

I am using Co2 and a Planted + light. Any ideas? Please let me know if any other data is needed.
