Encouraging Root Growth?

Does anybody have thoughts on encouraging root growth in aquariums? I am currently trying to correct a phosphorus imbalance in my tank and I've been reading some stuff on how phosphorus can encourage terrestrial plants to form stronger roots. This seems like a win-win to me since dense root growth would prevent the substrate (aquasoil) from getting disturbed any time I'm in my tank. I don't actually know what my current phosphorus levels in my tank are but I'm starting to dose 1 ppm (maybe weekly) until I start seeing a reduction in green spot algae.
