Fert guidance - Water Quality report

Hey guys,

I was hoping that I could get some of you guys to look at the water quality report for my area here and give me some guidance and what ferts and quantities would seem to make the most sense based on whats coming out of my tap.

I have had some slow plant growth and issues with diatoms that I can't seem to shake.

I had been dosing PPS-Pro but never saw any nitrates so I switched to dosing EI a week ago and am finally starting to see 20-30ppm of nitrates in testing.

I have a 75g tank
2 Finnex Planted+ SE lights @ 7.5 hours/day
Co2 injection, I am dropping close to a point PH with this
2 304b filters
1 Hydor Koralia 3G (1950)
Tank parameters are always good
Tank GH/KH 20/9
PH 7.8 (7 with Co2)
50% WC weekly (even with PPS-PRO)

I still feel like there is something I am missing but can't put my finger on it.

Here is some of the key info, the full report is linked below

HARDNESS 285 ppm
16.7 gpg
pH 7.7 pH units(1)

MAGNESIUM 24 ppm(1)
MANGANESE <5 ppb(1)
CALCIUM 76 ppm
NITRATE (as NITROGEN) 0.4 ppm
NITRITE (as NITROGEN) <0.02 ppm
POTASSIUM 4 ppm
SILICA 8.1 ppm
ORTHO PHOSPHATE 25 ppb

I tried to attach the report to be viewable in this post but the formatting got pretty ugly, sorry for the external link.
