Question Weird Cycle Issue

So I've been cycling a tank for about over a month now, Im 90% sure the cycle is done but my ammonia has yet to actually hit zero on my API liquid test. The ammonia is at a low level, probably between 0 and 0.25ppm but everytime I add ammonia it cycles through the everything it just doesnt go to 0. I've had my nitrites spike and fall 4x and my nitrates are increasing normally. Right now the water parameters are 0-.25 Ammonia, 0 Nitrite, and 20-40 Nitrate. I've been upping water changes but honestly I'm at a loss for what the cause is, I've been adding stresszyme but who knows if it's doing anything. This has been pretty consistent for some time now is it just a bad test reagents and maybe add fish as the rest of the cycle seems fine or should I just up doing and see if it changes?

Do you have any plants you could insert instead of a fish yet? they could help you out finishing the cycling.

Do you have anything in the tank that could be adding a constant source of ammonia, like decaying or melting new plants?

My tank can drop from 4 ppm to 0.25 ppm on the API ammonia test overnight but it will never drop lower. I assume it's from my melting crypts. I try to clean out the leaves and muck as it happens but it's hard to be ever vigilant with a new tank and plants starting to establish themselves.

I have several plants in there, could it be run off from topsoil?

How often are you treating the water? If memory serves me correctly some chlorine removal products will test positive for low level of ammonia.

I water change it once a week before I add ammonia, I use water conditioner one the new water (duh) and I add stress zyme as directed for new tanks.

Ecology student with too much time on his hands...
