Fertilizing with a mineralised top soil substrate

Hi, this is my first attempt at a planted tank with mts substrate. The tank dimensions are 24"length 12"depth 15"height. Lighting is a 45watt 2650 lumen cfl in a metal reflective dome. Plants are rotilla rotundifolia, cryptocoryn beckettii, echinodorus bleherae, java fern and eleocharis parvula. What sort of fertiliser would you reccomend and at what dosage? I have seen people say you only need to dose potassium into the water column and only after 3/4 months. Thanks in advance.
