Water chemistry help. In need of solutions.

So I cleaned out and upgraded my tank

Today I tested my water to see if the tank recycled, and to see how my usually high gh and pH was testing after a complete replacement of water. Today I'm getting an eheim 150 classic canister in the mail so solutions that involved certain media in the canister filter would be ideal.

Results:
ammonia: .50 ppm (maybe means new cycle?)
nitrite: 0 ppm
nitrate: 7 ppm pH: 8.2 (too high for what I plan to stock one of my main concerns I need to fix)
GH: 9 (another major concern as I would like to keep softwater fish/plants)

In case you are wondering I am using eco-complete substrate, and I have kept an aqueon quietflow 10 with media and plenty of plants from the established aquarium. Currently, a surviving lemon tetra from the previous aquarium and a nerite snail inhabit the aquarium.
planned stock (still in progress):

2 x Cockatoo Apisto
1 x some sort of pleco (could use one that could live in a 20 gallon I've heard longfins stay small)
6 x Lemon Tetra
1 x Nerite Snail


Aqadvisor suggested parameters:
pH: 7
hardness range: 10-15 dH

What solutions could I use to get my parameters down to acceptable levels. Buffers? Peat? Some type of filter media? RO water? Thanks for the help and advice.

PS: I would also like an idea on if my tank is recycling or not. Or a method to test it.

Have you tested your tap for ammonia? That may be where it's coming from, at least it would eliminate something. Did the media dry out? Did you dechlorinate before or during fill?
Do you know your kH? If trying to adjust your tap ph, that will be important. What fish are you looking to keep?
