So I cleaned out and upgraded my tank

Today I tested my water to see if the tank recycled, and to see how my usually high gh and pH was testing after a complete replacement of water. Today I'm getting an eheim 150 classic canister in the mail so solutions that involved certain media in the canister filter would be ideal.
ammonia: .50 ppm (maybe means new cycle?)
nitrite: 0 ppm
nitrate: 7 ppm pH: 8.2 (too high for what I plan to stock one of my main concerns I need to fix)
GH: 9 (another major concern as I would like to keep softwater fish/plants)
In case you are wondering I am using eco-complete substrate, and I have kept an aqueon quietflow 10 with media and plenty of plants from the established aquarium. Currently, a surviving lemon tetra from the previous aquarium and a nerite snail inhabit the aquarium.

2 x Cockatoo Apisto
1 x some sort of pleco (could use one that could live in a 20 gallon I've heard longfins stay small)
6 x Lemon Tetra
1 x Nerite Snail
Aqadvisor suggested parameters:
hardness range: 10-15 dH
What solutions could I use to get my parameters down to acceptable levels. Buffers? Peat? Some type of filter media? RO water? Thanks for the help and advice.
PS: I would also like an idea on if my tank is recycling or not. Or a method to test it.
