Fertilization during cycling a high tech panted tank

I posted the below in the 'General Planted tank Discussion' section , but thinking this section might be a good fit too.

I am planning to setup my new 75 gallon this weekend. Below is what I have:

Substrate - Black Diamond Blasting Sand
Lights - Two Fluval Fresh and Plant 2.0 LEDs with Fluval WiFi controller
Filter - Fluval FX6 (have two of these, but planning to start with only one)
Heater
10 lb CO2 cyclinder
CO2 Regulator (from Amazon) that worked well on my 10 gallon aquarium
Rex Grigg Style CO2 Reactor
Lots of live plants coming in the mail (should have all of them in the next 3-5 days) - Pogostemon Erectus, Limnophile Aromatica, Hygrophila Angustifolia, Ludwigia Repens 'Rubin', Alternanthera Reinickii 'Mini', Anubias Nana 'Petite'
EI Fertilizer package
Excel, Prime, Tetra Safestart

I expect 75% of the substrate to be covered with plants based on the quantity of plants that I have ordered.

My questions regarding the fishless cycling phase:

1. Should CO2 be injected at a rate to achieve the desired 30 ppm right from Day 1?
2. Should EI dosage be followed from Day 1? If yes, should it be full EI or partial EI (say 50%)?
3. Should the lights be setup to get maximum PAR right from Day1? I have a PAR meter that I have loaned for 10 days

1.) CO2 should be set to 30ppm right away.
2.) Dosing should be heavily modified, especially while you are cycling. I would dose 1/3 Micros, and 1/3 Potassium and Phosphate. I would skip Nitrate altogether.
3.) Lighting should be around 50% of your final goal, and only for 4-6 hours a day while plants are getting established.
