New location, new water regimen

I just completed a cross country move. My new tap water has nitrate at least to the 60ppm level, though with these color charts it's quite likely closer to 80.

After planting there was a lot of decay, mostly due to melt, and I suspect that the degree of melt is partly due to the high nitrate levels.

What I'm wondering is if the nitrate level is too high for most plants to adapt to. I can buy some distilled if needed to cut the tank water with. And the kit doesn't accurately measure high levels. If it's less than 100ppm is it safe for most plants? Even my stems are struggling. When in the past they did great with the same light and fert dosing.
