Newbie doesn't know where to start!

Fertilisers... Where to start?! Leaves with dark spots, yellowing and now stem rot, lower leaves gone first also hair algae and fungi... No co2 as only 3 plants, only using API root tabs, 10hrs T5 lights, min 2x pw pwcs, under stocked tank, ludwigia did great at the start now they're all rotting! API liquid steady results, 0 ammonia, 0 nitrites, 20 nitrates though that's an all time high... Do I start with flourish comprehensive or something else? May need to treat fish in tank soon also and don't want to mix things I shouldn't. Had a pile of dead snails when the rotting and algae started too but it could have been the bettas, please help!

29 gallon breeder tank, 7 female betta sorority, 7 galaxy rasboras, ludwigia repens, Java moss and water lettuce.
2x T5s on GLO unit both 24w, one daylight one blue. Fluval U2 filter.
