When to dose Pfertz in relation to lighting

Heres the situation:
I leave for school at 730am, and I arrive back home somewhere from 4-6pm.
My 108w of t5ho lighting comes on for my Osaka 84g at 10am, and turns off at 8:30.
When would be the best time to dose my Pfertz? in the morning before lights are on, or later before they turn off?

As long as you remember to dose your fertilizers, it doesn't really matter. I like to do it in the morning before I leave the house, as I can remember more easily.

Some people like to dose in the morning before the lights are on so that all the nutrients are available for the plants when the lights turn on.

Does not matter. Most fertilizers stay more or less available in the water column for a day or longer, so the time that you add them with respect to the lighting does not matter.

In an established tank there will also be some give and take between the water column and the substrate, so the fertilizer supply will remain more stable, so again, it is not so critical the time of day to dose.
