Dosing iron with iron substrate?

I currently have a tank using eco-complete, capped with 3m colorquartz sand, and I dose liquid iron 3x a week, and am not getting the results I am looking for.

I am going to be setting up another tank, but this time with a layer of eco-complete, capped with red flourite, more eco complete, and then capped with 3m sand.

Will I still need to dose iron, even though my substrate is probably more than enough iron?

Why do you feel you are not gettting enough iron in your plants?

I have many plants that should be turning red, but they are all still very green. Healthy, but green. l. aromatica, rotala macrandra, sunset hygro, ludwigia repens, etc. I replanted some sunset hygro into a heavy flourite substrate, and they got a fantastic red hue in the matter of a few days, as well as the repens. The tank is a 33g high-tech.

I guess I'll just try it out for a few weeks without liquid dosing and see how it goes.
