"white" water

have set up a nano tank 3 weeks ago waiting fish to be put in this weekend but the water is still cloudy white, will the introduction of fish solve this as they will start the bacteria in the filter/water?

Have you cycled the tank at all? The cloudy water issue sounds like a bacterial bloom to me.

If you have not cycled your tank, adding fish is not recommended, as the ammonia/nitrite build up will likely stress/kill them.

Ditto. White water is common with heterotrophic bacteria but these are not the nitrifying bacteria.
Add ammonia to start the nitrifying bacteria growing, and do a fishless cycle. By the time it is done the other bacteria will have settled down.
