Safe Nitrate Levels

My tank is cycled now and the ammonia and nitrites go to zero overnight after adding ammonia each day.
My nitrates are at 20ppm and holding.
PH is 6.8

I have done a 50% water change the last two days that brought the nitrates down.

What is considered a safe level of nitrate for fish and shrimp?

Even 80ppm or more can be ok. As Burito said, aim for 10-30ppm NO3 and don't trust that test kit, ok to give you an idea only. Even 0 may not be a real 0. Depending on the setup, low NO3 can trigger a BGA bloom.
