Actinic Blue & Red LEDs?

OK, so I have had this concept for a planted tank inspired by Liam Wongs Tokyo series but the photos are taken at night where the lighting is primarily neon blue/red. Having done a bit of research there seems to be mixed opinions about actinic blue light for freshwater tanks because of the lack of red. But if I add strips of red LEDs near the middle/bottom of the tank, with blue at the top, do you think that would balance out to relatively healthy growth? Is this madness, should I give up now and stick with white? Any help /opinions appreciated!
