I'm starting to think this Finnex Planted+ light doesn't grow plants! A couple weeks ago I put in some nice hydrocotyl vertcillata and Java moss after ripping out almost everything due to brown algae. Half the new h.v. has melted. I thought the Java moss would take off like crazy but it's barely growing. This is a 10 gallon tank with the 20" Planted+ on max from 3pm to 11pm, injected co2 at 1bps, dosing Thrive every other day. What gives? Years ago when I had a CFL light over a 29 breeder the plant growth was almost too fast to keep up with. This is pathetic.

My take on your situation is that the light might be too weak for the HV and it's too soon too see much growth in moss.

What is your water GH level. most fertilizers, including thrive, don't have calcium, an essential plant nutrient.If you are using RO, distilled, or softened water your GH could be zero and your plant growth would be zero. There are 14 essential plant nutrients and if you are short on any one you might not get any growth. If you GH is low you can boost it with a GH booster.
