Beginner with a Low Tech 40B, right amount of light?

I just set up a low tech 40B and have between 2-3" of pool filter sand as substrate. I bought a 36" finnex stingray to put on the fron half of the tank and also have a 36" 25W T8 bulb that I have on the back half of the tank.

Do I have the right amount of light for a low tech tank? I have various low tech plants, and plan to fertilize with Flourish and Excel as well.
