I still have my original flourescent tube and ballast which came with the hood which I already retrofitted. My friend's 10G fish tank only has incandescent bulbs so I wanted to wire up these old things just laying around and maybe he could combine both those incandescent bulbs and this flourescent to attempt to grow plants. This is the ultra cheapo method with spending as little money as possible for him. But anyways, I forgot how it was originally wired up and I dont even know if I need to use the starter. I was thinking would it work if I wired it up like this?

um, I have no idea about the magneticness
Its just the original one that came with the hood. It was working and everything just that I forgot how to wire it back up.

It's most likely magnetic, and most likely used a starter, but if don't know either thing for sure, I'd exercise extreme caution while trying it out. I guess I don't need to remind you how dangerous electricity is!

The starter is necessary to short circuit the jumper that allows current to flow through the filaments and heat them up. Once they're hot, the starter opens and electricity simply flows through the bulb.
