water sprite yellow, need ferts? (my 2 year olds tank)

this is my son's tank with a bunch of platy's, mollies and assorted fish, snails, shrimps. 29g

what seems to be going on with the sprite?

i have this dry fert from a lfs but i'm not sure how much is safe to add. i used two teaspoons the other day and fish are still alive. how often should i add it?

also when will i see results when i properly dose?
