Cardinal tetras are really hard to breed. Most that are tank bred are from Florida. It's cheaper to get wild caught during the dry season.

Anubias Design has them for sale for a buck a piece (as of last week):
anubiasdesign.com be forewarned with any wild-caught cardinals there is often alot of die-off. The longer they've been in a store, the more likely they will survive in your tank. There's a place here locally that gets cardinals from time to time that I have 100% survival rate....I wait until they've been in the store for a couple of weeks or more before buying them.... |

Call me crazy, but I've had relatively good luck with the cardinals I bought at Petsmart. They are pricey at $4 a piece, but they are a lot heartier than the ones for $2-$3 a piece at the LFS which leads me to believe that Petsmart's are farm raised.
