Help with 20H

Currently my 20gal High has a 15 watt fluorescent over it. Thats it. I also have a little 4 gal full of plants with a 26watt spiral over it. I want to transfer the plants in my little tank to my 20gal. I dont want to use Co2. I am already using Flourish Excel and Jobes plant sticks in my 4 gal.
The only lighting fixture I have found that may work is the coralife 36watt PC fixture. Wouldnt more light be better for my med-high light plants. The next one up that I can find is 65watt PC 50/50 and for that i would need CO2.

Please help. Ive been searching for a couple days now and I cant find what I am looking for.

This is my plant list that will go into my 20gal (included is what is already in my 20gal)

Stargrass
Taiwan moss
Java Moss
Java Fern
Baby tears
Creeping Jenny (although the way its growing is making me think otherwise)
rotala roundifolia
rotala indica
brazilian pennywort
ricca
limphoma aromatica
sunset hygro

I may want to add other med-high light plants later on but for now this is what I have.
Please help.

Would this light work to grow the plants I mentioned above in my 20gal. It creates 2wpg. Let me know.
