Ray II 30"

If I understand correctly the 30" Ray 2 is the same exact fixture as the 24" just 3" longer on each side? Should I just go with the PAR values of the 24" with even less output in the edges?

I just want medium light for my wife's 29gal which is standard size. She wants no carpet and just big plants in the the tank like swords and others.

Yes, that is correct. If length is not important, save the few dollars and go with the smaller fixture.

Cool thanks I just went ahead an ordered the 30" as the price difference is non-existant.

While on this topic would a 36" ray 2 be considered high light on a 46 bowfront 36" wide 18" tall

Taking into account the PAR data for the 36" and 18" tall tank with lets say 3" of substrate you are looking at about med-high light right below the fixture and med light on the sides. With CO2 it's pretty much right where you want to be as high light is a big PITA to keep in check and you will have no issues growing stuff at med.
