Got bit with neon tetra disease!

Over the past couple weeks, my school of Harlequin Rasbora kept on shrinking. I have pulled my hair out trying to figure out what's going on. After trying massive water changes, ich treatments, slime guard, and etc, I finally figured out it was caused by neon tetra disease. Since I have not added any new fish for few month, I traced the cause to the used fluval filter I bought couple weeks ago.
Does anyone have a standard practice to clean used equipments to ensure nothing like this happens?
This is definitely a hard lesson, but hopefully by removing all "non-normal" looking fish, it won't spread further.
