Starting a 10g project

I am wondering what you guys recommend for light? I saw the "finnex Ray 2" and I was Interested in the 24" one. I figured since a 20" canopy would fit a 10g tank, the 24" light would work okay? I'm not even sure what plants I want, but this will be for my betta.

I have an 18 inch Finnex Ray 2 over my 10 gallon reef tank. It has actinic as well as 10,000k lighting. While it's very bright, I supplement it with a compact fluorescent on the back half of the tank just to be sure.

Does anyone have any recommendations for lights on the cheaper side? I also don't plan on using co2 right away.
