Ebo Jager submersible heater.
They are inexpensive, and very rugged. IIRC they are made from pyrex glass, and have a thermal shutdown sensor. So they won't crack or burn out from a temperature swing should you empty your tank so much that they do become emersed. They're available by mail order from most pet supply stores like Big Al's or Dr Foster & Smiths. I've been using a submersible Whisper heater from Wal-Mart in my 10 gallon quarantine tank. So far so good. It feels like a pretty rugged heater. It was $15. If I had time I would have bought another Ebo for that tank, but I needed one ASAP and this one is more than serving it's purpose as well.
