Typically those are called pendants in the aquarium world. I don't know that they call them at Lowes or HD, maybe hanging?

That looks like a DIY project. Some bent conduit attached to the back of the stand and simple shop lights hanging over the tank. Depending on the size of the tank, could be very cost effective and easy to do.

Clamp on lamps? They can be found at Walmart in two sizes, either for less than $10 each. They are silver but can be painted. The clamps can be removed and hung like they are in your pic.

They are known as pendant lighting everywhere, including Lowes and Home Depot. Pendants in the lighting section start somewhere about $30 each and go up from there. The hoops are a DIY thing, as pendant in the lighting section are installed as drops from electrical boxes mounted behind the sheetrock on a ceiling.

As Nubster suggests, a cheap DIY is to get clamp-on lamps (Walmart, Lowes, HD, etc.) remove the clamp and hang from bent electrical conduit.

I used Krylon cause that's what I had laying around from painting stuff for inside the tank. Whatever you get just make sure it will stick to whatever the shades are made of.

I used Krylon Fusion, not sure if that matters, but I haven't had any problems. Follow the directions of course.

Krylons are good but rust o leums(I think it's spelled) are wayyyy better! They have better coverage, last longer and help prevent rust! Besides Montana's, rusto where my cheap alternate can of choice!

I did something similiar to my tank accept I used the Shepard Hook plant hangers you get at Lowes or Home Depot. Worked out pretty well and they are fairly inexpensive.

Not sure if it's safe for IN the tank, but I paint my tank backs with Krylon and it's been just fine every time.
