Lighting for a 10 gallon is it enough?

HI guys, im going to setup a planted tank in my 10 gallon tank using 2 GE Compact floursecent lamps with 23 wats each that would make it around 46 watts total.

would like to know if you think this would be enough considering that the plants i would put in are:

1.) Elatine tiandra (APP)
2.) Anubias nana
3.)Java ferns

i have 28 w on my 10 and can grow just about anything . I got glosso in there and its growing well and staying low.

I don't think 46w is overkill, not all of that is getting into the tank. I have a ten gallon with 3 10w and one 20w screw-in U-shaped CF bulbs(50w total). They are all 6700K bulbs bought at Wal-mart. There is no reflector and the inside of the hood is painted white. I use DIY Co2 and eco-complete. The glosso in that tank stays nice and low, barely poking out of the substrate.
