What lighting to use or mix together

I have a 20 gallon tall. It has 4 peppered cory and a pleco. I put 1 wisteria in and want more live plants. I have 2 t8 fixtures on top. The one in back is a floramax 15w. I am unsure of what to put in the front. The one in it is a full spektrum standard bulb that comes with a hood but I am sure does nothing for plants. The floramax is quite dim so not sure if I want another one of those but my fish do not like super bright. . I do not have co2 fertilizer or anything just sand but was thinking of the liquid co2 and liquid fertilizers. Be easy on me I have never been in any forum before just wast recommended this from the craigslist discussion section

Since you don't want to use CO2 or to fertilize the plants, you should stick to low light. One T8 bulb should give you good low light, but two might be so much light the plants will need CO2 and, for sure, need fertilizing. I would use a standard 6500K T8 bulb, both for how it looks, and because it is good for the plants.
