Welcome to the forum.
I would buy plants from respected fellow hobbyists on this forum. There are many choices. No expert so I have no clue about how much AS to use...

The 3 liter would probably be more than enough. But IME, I would buy the 9 liter because owning one tank and being on this forum, usually leads to owning another tank. You may have to get an additional light depending on the the type of plants you use.
