needle leaf ludwigia

so i have a small low-tech 5.5 gallon tank with a couple of cherry shrimp and a few zebra danios. a 15 watt CFL and dosed with liquid carbon and seachem flourish. i noticed tiny pieces of needle leaf ludwigia floating up to the top every so often. the bunch of ludwigia i have seems to be doing great, currently about 5-6 inches tall and getting some nice red color. so is it normal to have pieces of it come off? is that how they reproduce? the bits floating at the top seem to be healthy, nice green coloration, just very small.
