Weird bugs on the surface

So I have a 16 gallon bowfront about 2-weeks into the cycle and I'm just starting to plant it and just today I noticed these extremely small bugs hopping around on the surface of the water. I can't really get a picture since they move so fast... Ideas?

I actually had some duckweed on the plants I bought so it must be from that. Thankfully I have a betta that will be moved into that tank pretty soon.
