Help with cleaner/clear water?

Not shure if this is the right spot for this question but here goes.


My planted 20gal high has two filters one aqua clear 20, and a tetra whisper 30. Besides my substrate releasing air and the dirt with every so often the water still doesn't look clear there's always little things allthrough the tank looks like dust that is in the air u can see when the sun is shinning through your window and u just dusted off a pillow or blanket anyway that is the only way to explain what it looks like. Question is how to get rid of it I was gonna try to use puregen from seachem to see if it clears but I wanna try n find a different way without chemicals?

is it cloudy white, brown, or green? have you try charcoal yet?

Dusty water? Finer filter media.
