LED thoughts 126L - 33 gal

Im setting up a new system with a 70x45x40cm aquarium with co2.

Im going with the makersLED 24" from ledgroupbuy and i wonder if you have any thoughts on my LED picks:
1. Is it going to be enough?
Im aiming high light

With 60 angle lens on the white

2. Any thoughts?
3. And im kinda new so i wonder if its worth to be able to dimm? What is the point of dimming anyway?
4. And how should i set up my power?
