They should be fine, but you may find that you do not have sufficient spread of lighting with only two CFL bulbs over a 20 gallon long.

what is important is the distance from the substrate and how good your reflector is. if you don't have CO2 I wouldnt recommend having them closer than 15 inches from the substrate

Yes there's going to be co2, it's just in a chicken brooder light that was cheap from lowes. If I need more ill just go back to lowes
