I know they require high lighting. Specifically, what bulbs should I get for Dwarf Hairgrass to thrive and grow? 10 gallon aquarium. 20" long 12" wide 12" high

doesnt need high light or CO2 at all
DHG is actually pretty undemanding stuff I actually grow it in vases in window sills year round ...you just need patience any plant based bulb (expensive specialty to generic fluorescent) will work

Yep, I've decided to go with two 13w CFLs. Pretty cheap.
However I'm still sticking to C02.. I've heard every plant grows and thrives much better with a supply of C02. Will the DHG look like this without C02? http://prntscr.com/qx67x |

If you want the "lawn" look...definately stay with CO2 and plenty of nutrients. That's actually a look I'm working on now using the same bulbs you have. It's more of a test actually. I took one DHG plant and put it in the tank. The plan is just to let it go and see what happens. Starting to spread out very good after two weeks.
