regulator became submerged!

I have a regulator that I put in a tray outside.
i went to Get it this morning and found that it was submerged in rainwater will this affect the operation of the regulator?

I think not but then I have made bigger mistakes

I'd remove the inlet and outlet and point a fan (or two) at it for at least 24 hours. I'd probably also occasionally turn the working pressure knob all the way in and out.

You might also (afterward) put it in a sealed container (tupperware, or gallon ziploc bag) with a tray, or jar lid, filled with salt.

Good suggestion on the sealed container but I'd use rice rather than salt.

Shouldn't be a big issue as long as you dry it out, I get the regulators wet at work all the time.

it is not a phone...

be careful not to get any large size debris in the reg, hook it up to the co2 tank and use the fast flowing co2 to blow the water and any small debris out.

Actual mechanical function of the regulator should be fine. Solenoid, if you have one, and any gauges may become suspect.
