Is this led light good enough for a 20 gallon long?
http://www.aquatraders.com/LED-Fresh...ht-p/56203.htm is the one i want. Is 10000k okay for a planted aquarium? Any other suggestions that are cheaper than $50? I am going to try growing hc cuba and dwarf hairgrass with cherry shrimp.

No that light cannot grow anything, even on a 20 long, and especially not DHG or HC. You could get a few spiral bulbs (in different lights) or you could hang a couple of the led spotlights and get good coverage. Do you have CO2? HC will not grow without it. As far as spectrum, go around 5100K- 8000K for all around plant growth.
