45gT with low light (need advice on lighting)

I am new (again) to planted tanks. I just set my tank back up after five years and there is so much more to learn (again.) I am struggling with my lighting and need some specific advice.

brand new-to-me tank from Craigslist
25x25x18
low light planted - no CO2 but will fert when necessary
eco complete
Eheim Classic 2213

Eventually my tank will house community inhabitants including otos, cories, praecox rainbows, cardinals, dwarf gourmies, a black mollie or two, bristlenose cat

Help?
