Looks like BBA to me.
What is your fertilization regimen like? Also, the lighting you have is way too much for a 10 gallon aquarium.

I actually probably have the same light fixture as this guy over my 10. Odyssea 2x18w T5HO. Its actually not that much though i have mine hanging 6 inches from water level. PAR was about 70 right in the middle but around the tank fell down to like 40. So I don't think its unreasonably high light.

Thanks for replying! All I use for ferts is seachem root tabs.
My light fixture is an Aquaticlife freshwater 36w. 1x6,000k 18w bulb and 1x650 nm 18w bulb |

That is probably the issue. You will need to look into water column dosing as well.
