Suggestions for Small Marginals and Lillies

Looking for a marginal that remains under 16" total. 8" to 12" would remain submerged. Any suggestions?

Also, I love lillies until they start growing sideways, once they hit the surface. Any that stop growing once they surface? Or just stay really short?
