Algae id

I've had my tank set up for about three weeks now with no livestock yet. I heavily planted from the start and my plants are really going well. The dwl is going like crazy but I have this algae growing on my dwarf sag and on nothing else.
At first I thought it was bba starting but now I'm thinking maybe a filament or thread algae. I'm running cfl for 7 hours substrate is mgops capped with pool filter sand. I'm hoping this is just part of my cycle.

I'm starting to think it may be some kind of bba but I'm not to sure. It doesn't look like filament or thread algae and it is rather difficult to rub off. The snails in my tank kind of seem to eat it but rather slowly if they are at all.
