what is the best staple diet for them?

what kind of shrimp are you talking about?
neos, cards, filter feeders?
aside from all that it is kind of akin to putting gas in your car.
Some people have fancy cars and only put in high octane. Some don't. Many people have average cars and they put in regular octane.
I alternate between blanched spinach / kale, algae wafers, and repashy. They also assuredly eat some of the special corydoras food that I drop in my tank for my hastatus. They are all neos.

Hey good question. What about ghost shrimp? Is flake food alright for them?

Ghost shrimp are punks, they will eat anything...

For any shrimp a variety of diet is best, fresh food as in Spinach or kale, branded shrimp food, some blood worms as a treat every so often....

YOu never said what kind of shrimps. Otherwise, as far as a good basic shrimp food I like Mosura Excel or Mosura CRS Specialty food. Ebi Dama soft is a big hit with mine as well and seems to be just a basic staple diet food. I've got CRS, PFR/RCS, and OEBTs.

these guys are scavengers. they do great with regular flake foods

A variety of foods is the best. There is no one best food. I feed algae wafers, blood worms, spinach, power food, shrimp pellets, spirulina flakes, all kinds of things. Just change it up everytime.
