Low-Tech 10 Gallon Planted Breeder

I have been looking for new lights for my low tech 10 Gallon tank, and I really want to have the tank open on top. Right now I have a light just sitting on glass I had cut to size. I have been looking at the product below and wonder if it will be too much light. The plants in it now are growing just fine, but I also want to have light for planting the hang on breeder box I have attached.

I've never used a 6400 spectrum bulb. I would say its not bad I would just make sure it's raised high enough.

Easy enough and cheaper to build outta PVC

The tanks sits on one of the wire shelves. How would one go about building something to attach to that. Below is the shelf.
