which out of these regulators arre more precise and can run an atomizer at one bubble per second?

Either one will work. They look like very nearly the same regulator, and may actually be the same, except the second one doesn't have a bubble counter. I had the first one, and couldn't stop the leaks on the bubble counter, so I had to remove it anyway. I would get the second one.
