My plants are not grrowing

I have a few choices for lighting: 1) New T8 15W (something-glo?). 2) replacement incandescent light for CFL 2 x 10W or 13W.

I would like to go with the 13W CFLs but it was suggested that I go with the 10s. What do you think?

Please excuse me if this was already covered, now that I think of it.

I'm not that good at offering suggestions for lighting. You'll probably get better help by asking lighting questions in the lighting forum.

I have a life glo bulb in my 20g long and my plants do fine with it.
