Help choosing light for 20 long


I have my 20 long now plus my fluval plant stratum. I need to set this tank up very soon because I am running out of space to put all of my plants. I can't start selling or giving away plants until July 30 because that is when I turn 18, and then I can set up a paypal account.

So for lights I can put 2 spiral compact fluorescent lights at 23 watts and 6500k. Will this be too much light? I could also use a couple 10 watt CFL 6500k bulbs but will that be enough. I plan on having this tank co2 injected but it might be a while before I can get it set up.

What would you do?
