5 gallon stock options
I just purchased a Fluval Spec tank, it is only five gallons and I'm afraid it will be too small for a pair of Pygmy Sunfish so other than a Betta what options do I have for stocking.

Pygmy sunfish breed easily, I think you would end up with too many in a small tank.

My vote would be a pea puffer, darios, or some rasbora. I like dwarf emerald rasbora/danios right now. Their blue color and stripes. But they are shy like celestial pearl danios.

Least killies / Heterandria Formosa - it's a livebearer, but 7th smallest fish in the world
