Trimming HC

My HC is growing it pretty thick, about an inch or a little more. When should I trim it down and how far down should I trim it? It's very dense, as I can't break the surface of it with a net or even with my hand, unless i push a finger in it. I've heard that it will begin to rot on the bottom and come up and I wish to avoid this, as it tends to be(not the desired)focal point of the tank.

Trim it to about half of its current height and be careful not to uproot it.
