They're called "Lily Pipes", fancy acrylic or glass inflow and outflow tubes on a canister filter.
They're supposedly designed to suck in surface film when placed used correctly They appear invisible when in the water as they're glass, they make the tank look nicer, no ugly black/green tubes in your tank. Definitely not a necessity though

Basically what he said. =) They are clear glass/acrylic in and out flow pipes for your canister filter to "hide" some of the equipment in the tank. They get kind of nasty if not maintained though.
