Help With New Low Tech Set Up

Im currently in the process of building a canopy for my tank. I would like to make this tank fairly heavily planted but low tech, im thinking just excel dosing.
The canopy design as of right now has two CFL daylight bulbs in the middle mounted horizontally. The tank is a 45 Gallon(36x12x24). I saw 60 watt bulbs at Home Depot when i was getting the wood for the canopy, is this going to be too much light? Im not planning on using a reflector inside the canopy, just painting it white. What would be some good plants for a beginner. I plan on just getting the plants going before i add any fish to the set up.

I am no expert on light levels by any means, but 120 watts over a 45 gallon seems like wayyyyyyy too much to me. I've got less than that on my 90gallon. Although, not all watts are made equal. Lol

How will the CFLs be mounted in the canopy? When you say horizontally, will there be a lot of white for them to reflect off of? How far from the substrate will they be? Were they 60watt CFLs or 60watt-equivalent? Are you set on just two?

There's a terrific sticky in the lighting forum that goes into great detail re: CFLs that I believe you'll find helpful. Contains lots of photographs, as well.

The entire inside of the Canopy will be painted white. The lights will be mounted on the semi-circular piece in the middle.

60 watt equivalent CFL bulbs are 13 watts. If so, 2 of them might not be enough light.

the bulbs were not equivalent, they were actual 60 Watts. They were not spiral fluorescent but they were fluorescent that looks like incandescent.
