Is this dirt okay to use?

I am looking for some soil to use for my next aquarium and being winter I am having a hard time finding any. I found some on amazon that I could get shipped for free if I get two of them and I was wondering if it was okay to use.

That's not soil. That's soil conditioner. At least that's what I got from it.
